Pasquino and Pelizzo, in their The Culture of Accountability, observed that:

“In sub-Saharan Africa, a little more than 40 per cent of the respondents believe that the composition of
parliaments reflects the voters’ preferences.” but they also noted that “Even when elections make a modest contribution to shaping the composition of the legislatures and parliaments and/or the governments’ policy agenda, they still provide the voters with an opportunity to voice their concerns. As African voters lamented they have even fewer opportunities to be heard between elections” (Pasquino and Pelizzo, 2022, page 77)
